A very brief interview conducted on the way out of the Bella Center with Brian Cowen at almost 18.00 suggests that a deal is still not close. He felt that the major issues are “the mitigation question and also the need for verification”. He refused to be drawn into the discussion that China might be blocking the deal.
He also added that, “50% by 2050 is not yet in the text”, suggesting that there are issues with the longer-term targets as well as financing, mitigation and verification.
With such a struggle still ahead, he was willing to stay for the weekend to try and assist the Swedish Presidency of the EU in their negotiations.Author : Stuart Langridge
